The primary focus of this research project was to explore what is known and not known about the use of information technology systems and their effectiveness at solving veteran homelessness. This project primarily examined the literature in order to assess the effectiveness of interventions shaped by the information technology systems data with respect to resource allocation and service provision for this social problem. This thesis was guided by this key research question: "Does the use of these systems enhance the efficiency of resource allocation and service effectiveness?" The methodology that was utilized for this project consisted of a systematic literature search for research articles that used data-driven solutions to address homelessness among veterans. Several research databases and search engines such as EBSCOhost, Wiley Online Library, PubMed, Springer Link, NCBI, ProQuest, PsychiatryOnline, and Google Scholar were used. Sixteen articles met the inclusion criteria. The results revealed that age, substance use disorders, and the U.S. Department of Housing and Urban Development-VA Supportive Housing all significantly affected veteran homelessness. Findings also suggest that the data captured and reviewed by the database management systems, such as Homeless Management Information System & the Homeless Operations Management and Evaluation System database, were all key components in producing viable and accurate descriptions of interventions that were producing quality results. More research on how technological interventions can boost the degree of quality, especially databases that are designed by social workers, is still needed.
