Oneida County, New York has a rich history of treating individuals with mental illness dating back to 1843 when the Utica Lunatic Asylum was established (Luther, n.d.). Local mental healthcare providers note significant impacts to mental health care within Oneida County due to budgetary cuts through the years and more recently, the elimination of 71 inpatient adult mental health treatment beds that occurred at Mohawk Valley Psychiatric Center (MVPC) in 2012 (Cooper, 2015). Providers specifically noted troubles with referring patients to inpatient psychiatric treatment units located out of the immediate area, lack of inpatient room availability in local hospitals, and that mental health needs of the community far outweigh the services available in Oneida County (Cooper, 2015). This capstone was researched and written to identify process improvement activities that can improve access to inpatient and outpatient mental health treatment in Oneida County, New York. The goal of the process improvement activities proposed within this capstone is to ideally eliminate as many barriers as possible within Oneida County, while providing optimal choices within the community mental health care system. In this capstone, the author discusses research conducted in relation to noted barriers within Oneida County. Capstone research was generated through a variety of sources including but not limited to New York State Office of Mental Health reports and documents, publicized journal publications related to mental health treatment, publicized newspaper articles, and historical documents. Also discussed are recommended process improvement activities that can provide optimal mental health services while eliminating as many barriers as possible.
