This dissertation studies the topographical poems in Propertius' fourth book. In poem 4.1, Propertius announces his intention to celebrate Roman places with a Callimachean voice. The astrologer Horos then appears in 4.1 and refines this program, reasserting the traditional claims of Roman elegiac poetry, antithetical to the celebration of Roman glories. This combined poetic voice, and the tension the combination produces, inform all Propertius' poems in book 4. Scholarship on Book 4 has examined either its poetic or political dimension, but these two dimensions are inseparable, as the poet's artistic values act upon his chosen political topic of Roman places.

I examine three of Book 4's aetiological poems (4.9, 4.4, and 4.10) in order to determine how Propertius' hybrid poetic voice affects the places they represent. In a period in which Roman social and political identities were shifting, Propertius asserts his own voice as a poet and the power that voice has in contributing to the meaning of Rome's monuments---a power rival to that of the Princeps, whose effect on the urban fabric was pervasive and lasting. Also, at a time in which elegy---and Callimacheanism---maintained a distance from the (epic) values and structures of the state, Propertius used precisely the tools of his admittedly and passionately detached and esoteric poetic program in order to make problematic the traditional hierarchy of politics over poetry.
