The conceptual framework guiding this study is the historical, political analytical, and interdisciplinary approach. A brief overview of the historical development of higher education in China is presented as background. Then the major thrust is on the different aspects of reform in higher education in China between 1978 and 1989, concentrating on the analysis and discussion on issues and problems, in which many factors and forces converge.

R. Murray Thomas's model of symbiotic linking of politics and education is adapted and modified to be applied to the analysis of Chinese higher education reform in the period covered. Higher education in China is seen as a segment enveloped within a political system with the government superintending the whole system. The reform of higher education is the function of interaction with different political forces, and it is much influenced by other factors. Higher education policy making is perceived as being determined by these forces and factors.

Data for this study were drawn from published and unpublished Chinese and foreign official data, newspapers, periodicals, monographs, and books both in English and Chinese.

It has been found that, while Chinese higher education experienced unprecedented reforms in all facets of its development from 1978 to 1989, many unresolved and unreconciled problems emerged or were exacerbated during the course of the reforms.

It has been concluded that the conflicts and problems encountered by the Chinese government and the enterprise of higher education were the result of the problems existing in the larger political and socioeconomic context, and they need to be addressed properly and squarely if China strives toward further reforms and improvement of the system of higher education in the remaining years of the twentieth century and beyond.

Recommendations on establishing sound higher education legislations, changing the inefficient higher education management system, improving both the quality and the quantity of higher education, strengthening research in the science of higher educational policies, and internationalizing Chinese higher education are proposed for the future development of higher education in China.
