The construction of levees and embankments requires the use of huge amounts of earthen materials. They work as low or non permeable barriers against water which makes the hydraulic conductivity of the materials very important. Levees can be constructed with a low permeability soil type, clay, whereas embankment dams can have clay cores. Expansive and soft soils are very common in south U.S. Both of the soils have low hydraulic conductivities but low strength and can be a very good source for levee and embankment construction. Stabilization of these soils with fly ash might increase the strength and lower the hydraulic conductivity.

The most common geotechnical engineering application with fly ash is the stabilization of soils which also could be an application for levee and embankment dam construction. However, the effect of weathering action is not known yet. In this research, the use of fly ash stabilized soil in the context of different field environments, such as wet and dry cycles, freeze and thaw cycles etc. have been studied to understand the suitability of this application for use as a low permeability barrier in levee and embankment construction. Also, the hydraulic conductivity performances of low and expansive soils have been compared.

It was found that the fly ash incorporation in both soft and expansive soils decreased the hydraulic conductivity. Weathering of the soils resulted in the increase of the hydraulic conductivities. Also, it was seen that expansive soils had lower hydraulic conductivities than soft soils which is a better performance for being a low permeability barrier when stabilized with fly ash.
