The use of cold mixture as a rehabilitation technique offers major advantages from an environment and cost effectiveness standpoint. This dissertation used the most recent advancements in fracture testing to differentiate well-performing mixes, understand key variables to better optimize cold mix products, examine the fundamental differences between standard dense graded asphalt concretes, and provide guidelines for specification purposes on the basis of field projects.

It was found that the fracture energy of cold mixes measured according to the newly developed ASTM D7313 standard is applicable to cola mixtures and provided a better indicator of the expected transverse cracking performance than the indirect tensile test. Correlation between fracture energy of cold recycling mixtures and actual field performance resulted in the establishment of specification recommendations that are ready for implementation by materials engineers, highway engineers and policy makers.
