As building envelopes have improved due to more restrictive energy codes, internal loads have increased largely due to the proliferation of computers, electronics, appliances, imaging and audio visual equipment that continues to grow in commercial buildings. As the dependency on the internet for information and data transfer increases, the electricity demand will pose a challenge to design and operate Net Zero Energy Buildings (NZEBs). Plug Loads (PLs) as a proportion of the building load has become the largest non-regulated building energy load and represents the third highest electricity end-use in California's commercial office buildings, accounting for 23% of the total building electricity consumption (Ecova 2011,2). In the Annual Energy Outlook 2008 (AEO2008), prepared by the Energy Information Administration (EIA) that presents long-term projections of energy supply and demand through 2030 states that office equipment and personal computers are the "fastest growing electrical end uses" in the commercial sector.

This thesis entitled "Watts Per Person" Paradigm to Design Net Zero Energy Buildings, measures the implementation of advanced controls and behavioral interventions to study the reduction of PL energy use in the commercial sector. By integrating real world data extracted from an energy efficient commercial building of its energy use, the results produce a new methodology on estimating PL energy use by calculating based on "Watts Per Person" and analyzes computational simulation methods to design NZEBs.
