The purpose of this study was to examine six constituent groups' perceptions of the need to increase participation in educational decision-making in Taiwan, the Republic of China.

A five-part, fifty-four item questionnaire to determine respondents' perceptions on the need for change in the educational decision-making process, the degree of public involvement, and areas of involvement for local education administration in Taiwan was developed by the researcher. The sample consisted of 409 subjects who were categorized as: directors of the Bureau of Education, central office staff, principals, teachers, parents, and community members in Taiwan. Demographic factors such as district type, gender, and age were also examined.

The questionnaire employed a 5-point Likert-type scale. The reactive strength of respondents' agreement or disagreement with statements designed to determine constituent groups' perceptions was obtained. Mean scores and standard deviations were computed for demographic factors. Frequency counts and percentages were used to summarize descriptive data. The one-way ANOVA procedure was used to identify differences among the six groups. The Tukey, Tukey-B and Student-Newman-Keuls tests were used when the Scheffe multiple comparison procedure failed to identify significant differences among the groups.

Six conclusions were drawn from the study. The results clearly indicate that decision-making in educational affairs is not the sole responsibility of either government agencies or school-level administrators. More and more people are recognizing the need for public involvement in educational decision-making. Consequently, more citizen groups should share responsibility in the decision-making process which impacts quality education in Taiwan.
