In addition to labor, land, capital and technology, information has been identified as a new factor in contemporary economic development. Information technology in general, and telecommunications in particular, is an element essential to China's development. Telecommunications was introduced into China by the Western powers in the late 19th century in order to further their colonial ambitions. Great Britain and Japan were the strongest among the foreign powers that coveted the control of China's telecommunications before the Second World War. Since the People's Republic of China came to power in 1949, China had made some progress in telecommunications but lags far behind the Western nations. As late as 1982, China had only one telephone per 200 people in comparison with 84 telephones per 100 people in the United States. China has a tremendous need for foreign telecommunications technology to aid economic development.

American businessmen have encountered great difficulties in doing business with China and experienced strong competition from Japan and Western Europe. A review of the history of U.S.-China trade and an experiment conducted by this researcher in 1981-1982 reveal that a major problem of the contemporary American businessman is the lack of appreciation of and willingness to adapt to Chinese business philosophy. That philosophy values long-term relationships and the development of mutual trust and friendship, rather than the achievement of an optimal profit on every simple business transaction with no concern for or interest in the trading partner. The Chinese are more interested in establishing a long-term business relationship with American business people who have the capability and desire to build up China's telecommunications industry, rather than simply provide separate equipment and supplies.
