This paper seeks to develop a unified theory for strategic communication within the Department of Defense and explores the complex interrelationships of audiences in the systems age, as well as how the creation of a globalized information environment makes strategic communications an imperative for the U.S. government. The problem is that governmental strategic communications may be too complex for traditional bureaucratic organizations, and so it may be necessary to shed a bureaucratic approach in favor of an effect-based, audience-oriented process.

The objective of this research and modified strategic communications methodology is to offer a compelling argument for organizational coordination in communications. This approach focuses upon the unique behavior and role of social perception in four major audience groups, and attempts to harmonize organizational communications through an appreciation of global audience complexities in systems age.
