The reign of Samsuiluna of Babylon (1749--1712 BCE), the son of Hammurapi, was an important period of transition in Mesopotamian sociopolitical development. During Samsuiluna's reign, the kingdom left to him by his father contracted by about one-half in a disastrous war, and the kings who succeeded Samsuiluna saw their power slowly wane until the collapse of the dynasty more than a century later, to be replaced after a period of disunity by the regional state of the Kassites in the second half of the second millennium BCE.

This dissertation examines the reign of Samsuiluna for its importance in the evolution of the regional state from an earlier model based on the city-state. Following a summary of Babylon's history through the reign of Hammurapi, it provides a detailed study of the political events of Samsuiluna's reign, followed by an analysis of how the kingdom's population dynamics, economy, and administration changed during this period. As well, it includes a study of Samsuiluna's royal ideology.

The regional state in Mesopotamia replaced a sociopolitical system based on the city-state. The Sargonic and Ur III kingdoms of the second half of the third millennium BCE were the first efforts to supplant the city-state, and were followed by efforts from the cities of Isin and Larsa and finally Hammurapi to unify central and southern Mesopotamia under singular rule. But it was only during the collapse in the reign of Samsuiluna that the city-state model ceased to be viable. That collapse and Samsuiluna's response to it made it impossible to return to the city-state as a system of sociopolitical organization, and so were vital steps toward the evolution of the regional state in Mesopotamia.
