Delisting culminates efforts to recover an endangered species. However, delisting has been rarely achieved due to persistence of causative factors that led to the original listing. In Doremus and Pagel (2001), we suggest that (a) delisting requires an analysis of regulatory protections that will remain after a species has been removed from protective lists, (b) lack of protection against the original causes of endangerment means most species will remain on the list, and (c) delisting should be undertaken with caution.

In Pagel, Clark and Rohlf (2005), we examine the interface between Sections 4, 7, 9 and 10 of the Endangered Species Act and how each part of the act addresses recovery. We conclude by recommending that (a) recovery standards and goals must be clearly defined by recovery proponents so that all entities work within the spirit and letter of the law; (b) endangered species recovery programs must be better integrated and applied throughout government programs; which may require additional legislation; and (c) academics, agencies and the public must all strive to eliminate the initial conditions that cause endangerment, and following delisting, must remain vigilant to prevent relisting.

Finally, I address the role of Section 7 of the Endangered Species Act in supporting in situ recovery of listed species. The current role that Section 7 consultations play in endangered species recovery is questionable; however could be improved by linking recovery planning processes, critical habitat, and Section 7 consultations in future legislation.
