The purpose of this dissertation is to demonstrate the procedures of an evaluability assessment using a school-based group-counseling program for female African-American children and adolescents living in a low-income urban community. The content of this dissertation reviews research regarding the needs of African-American urban youth and school-based group counseling, in addition to evaluability assessment literature. Evaluability assessment is a tool to determine a program's readiness for evaluation. This requires using qualitative research methods such as interview and document review to gain stakeholders' understanding of the program's goals, objectives, activities and resources. Once one has knowledge of the evaluability assessment model, its methods can be applied to other school-based programs. An existing school-based group counseling program was chosen to demonstrate the procedures of an evaluability assessment because school psychologists are in a key position to design and implement group programs, lead groups, and/or consult to other school staff facilitating groups. This evaluability assessment found that the program under study is not in an evaluable format. However, it is still a useful program that can be made ready for evaluation with changes such as clarifying its goals and objectives, defining criteria of successful attainment of goals and objectives, and delineating measures that will be used to assess group progress. Implications for school psychologists are discussed, such as the need for graduate training in program planning and evaluation.
