When the No Child Left Behind law was passed, it contained new requirements for all employees who provide instructional support, including teacher aides or paraprofessionals, in programs receiving Title I, Part A funds. In addition to a high school diploma or its equivalent, the law states that paraprofessionals must have completed two years of study at an institution of higher learning leading to an associate's degree or higher. All paraprofessionals hired after January 8, 2002 must meet the new requirements before they are permitted to work. Paraprofessionals hired prior to that date must have met the requirements by January 8, 2006.

This study describes one partnership that was created between a school district and a community college to prepare paraprofessionals. School administrators of the Washington City Public Schools (a pseudonym) developed a comprehensive program of internal professional development activities and also arranged for the district's three hundred and sixty-six uncertified paraprofessionals to attend Washington County College (pseudonym). The Preparation Requirements for Effective Paraprofessionals (PREP) program and the partnership between the Washington City Public Schools and Washington County College are evaluated to find out what both learned from the partnering experience. This case study reports how the community used its available resources to respond to the requirements of the No Child Left Behind Act and the strengths and weaknesses of the chosen approach. The study concludes with implications for urban communities faced with similar challenges of meeting the need for well-qualified paraprofessionals in their schools.
