This exploratory study compared the components of natural disaster plans used by the U.S. federal government to respond to localized state disasters to the processes used by the U.S. Department of State (DoS) to respond to overseas crises. Twenty-two federal and six DoS civil servants were interviewed, and the qualitative data was examined. The five major categories identified were: communications, evacuations, exercises, training, and written plans.

The findings revealed agency written plans met the requirements dictated by law, but could not be directly compared, due to the differing responsibilities at the federal, state and local governments, and local plans included more detail. This comparison led to recommendations for improvement for current plans and suggestions for future plans.
