The purpose of this policy analysis was to examine the implications of the Safe Haven Law. As of May, 2006, safe haven legislation has been implemented in 47 states. The states without safe haven laws are Alaska, Hawaii, Nebraska, and the District of Columbia. The specific characteristics of these laws vary from state to state. California's safe haven law is termed the Safely Surrendered Baby Law (SSB). The laws share the same intent which is to provide for the health and safety of unwanted newborn children by encouraging parents to safely abandon their newborn at a designated safe haven site within a certain time and avoid criminal prosecution.

The researcher used secondary review of existing literature and data to analyze the Safe Haven Legislation. The analysis covers the historical and legislative background of infant abandonment policy in the United States. The policy analysis was conducted using David Gil's policy analysis framework.
