Multiple-case study design was used to analyze the impact of public finances on the functional performance of higher education. A descriptive research approach focused on identifying the relationship between public finances and higher education performance. Two cases of public systems of higher education--one in Thailand, including public universities within the Ministry of University Affairs, the other in the State of Oregon, including colleges and universities within Oregon's State System of Higher Education--were the focus of this study. A qualitative approach based on documentary research of secondary resources was also used.

Results indicated that the relationship between public finances and the functions of higher education was the controlling factor in both Thailand and Oregon. Public finances played a critical role in fostering changes in public higher education through control over government financial support provided for higher education. The impact of changes in public finances on performance of higher education was substantial.

In Thailand, increased public finances impacted expansion of universities' roles and increased university accessibility and productivity, but did not completely eliminate the problem of equality of higher education opportunity. In Oregon, decreased state support for higher education as a result of Measure 5 caused losses to Oregon's State System of Higher Education. Elimination of instructional programs, faculty, and staff positions limited the capacity of Oregon's major universities and caused substantial increases of tuition and fee rates.

The capability of public higher education in both Thailand and Oregon appears to rely on public finances. Meeting the future growing challenges of global economic competition and the development of new technology in Thai and Oregon societies is thus dependent upon each government's higher education financing policies.
