This study explores various theories of development as they apply to the long-term impact of literacy and educational projects initiated by local organizations. It examines a grassroots movement in the country of Belize, specifically "The Forgotten District" of Toledo, a remote area with an indigenous population that was excluded from mainstream society and whose inhabitants felt that way about themselves. The ethnographic methodology employed in this study included participant observation, interviews, and archival research. A central question of the study concerns how to increase access to schooling and achieve more equitable, quality education and ongoing community development in a rural, indigenous area of Central America. Policy implications include issues of sustainability, the degree of dependence on external sources of funding, the complementarity of efforts between the central government and grassroots organizations, and the conditions under which communities appropriate and assume responsibility for community development projects. The research concluded that there are four key components that led to a successful project. These are: (1) charismatic leadership; (2) committed teachers; (3) external stimuli; and (4) support from the central government as well as the grassroots level.
