This study used a nonequivalent control group quasi-experimental design in a natural experimental design setting to determine if the D.A.R.E. program had any effect on the measured outcome variables compared to a similar group that did not receive the program. Both pre-exposure and post-exposure measures of desired outcomes were obtained.

Research and associated hypotheses were tested using two analytic strategies: difference of means testing for paired comparisons on standardized change scores and structural equation modeling with latent and manifest variables. In general, all research hypotheses on the immediate impact of D.A.R.E. on the seven outcome measures were statistically significant. Significant, but not meaningful, impacts of gender---independent of D.A.R.E. participation---were found for three outcome measures. Thus, improving the measurement of D.A.R.E. constructs and using more powerful analytical strategies provides evidence of consistent impacts of the D.A.R.E. program on a comprehensive array of intended outcomes.

Findings from the study indicate that despite many past evaluations of the D.A.R.E. program, assessing program impacts on improving student acquisition of knowledge and information provided by the program is difficult to assess because of the multi-dimensionality of the D.A.R.E. knowledge items and drug knowledge items. This study contributed significantly to improving measures of immediate program impact, which might also improve the measurement, and detection of long-term program effects.
