To better understand the school choice process, this dissertation examines who engages in choice in an elementary school district in Southern California with a long history of open enrollment. In this study, student-level administrative records, parent surveys and in-depth interviews are used to examine who chooses and why, with an ultimate goal of moving toward a behavioral model of choice. To date, many studies have focused on examining who selects schools, and what features they seek from them. While these are both critical to being able to understand how choice operates, they do not go far enough in explaining the mechanics of school choice decisions. Using a mixed methods approach, this project seeks to begin to fill this gap.
