Perchlorate is a chemical used primarily in rocket fuel. The Department of Defense is responsible for the majority of its contamination. Often difficult and expensive to remediate, perchlorate has been found in over half the states nationwide. Perchlorate poses a human health risk because it disrupts the thyroid function. Currently, only California and Massachusetts regulate perchlorate in drinking water. The EPA does not believe it has enough data to regulate perchlorate. California, Massachusetts, and the EPA evaluated the health impacts of perchlorate using data from the Greer study. Each drew different conclusions based on the data. This thesis compares and contrasts the approach to perchlorate regulation by the EPA, Massachusetts, and California. It seeks to understand the motives that influenced the decision making processes.
