The study addresses the effectiveness of a publicly funded pre-kindergarten program for academically disadvantaged students in Winston-Salem/Forsyth County. This study required administering the Learning Accomplishment Profile-Diagnostic (LAP-D) as a pre- and post-test to program participants. Focus groups for teachers and parents and questionnaires for teachers and assistant teachers were administered. The results of this study were strengthened by combining quantitative methods (LAP-D) with qualitative methods.

The results of the study are encouraging. The goal for the program was for each student to gain one month's growth for every month in the program. The program operated for five months. The Early Start students averaged an +11 month gain in growth, according to the LAP-D results. The questionnaires focused on the technical aspects of the program (i.e. staffing patterns, curriculum choices). Responses to the questionnaires had insightful recommendations for improving the program. The focus groups were enlightening in the same manner, but mostly addressed parent issues and concerns.

The Early Start Program was just one example of how lawmakers, school board members, and citizens can work together to help the educationally disadvantaged students in Winston-Salem/Forsyth County. Continued funding for a program such as Early Start would be beneficial for the community.
