The problem to be studied was to determine how the California community colleges planned for the implementation of online distance learning and what aspects of online distance education have been or are going to be implemented. The theory and research begins with the history of online distance learning. This is followed by research pertaining to the necessity for a vision and plans for online distance learning (ODL) in community colleges and how colleges are responding to this need. Since a plan for ODL includes curriculum, staff development, staff support, student services, student support, and policy and planning, the research in each of these areas is presented. Finally, a look at the future of educational organizations is discussed.

This study focuses on the 108 community colleges in 71 community college districts in California. The California Community College Chancellor's Office keeps an online list of the distance learning administrator at each college. Each college's ODL administrator was contacted via email, with a follow-up letter via regular mail, and to get their permission and cooperation in collecting the data. The web site for each district and college was also used to collect data. Data collected were planning documents such as strategic plans, education master plans, and accreditation reports, and a survey, filled out by the ODL administrator, regarding the current status of ODL implementation at their college.

A total of 267 online distance learning planning statements were found in the 42 planning documents representing 48 of the 108 California Community Colleges. Only two plans referred to the mission of the college. Thirty-three percent of the plans were for curriculum and/or program develop. Staff training and support was found in 27% of the plans. Student services were mentioned in 28% of the plans. Student training and support was included in only seven percent of the plans and plans referencing the law, ADA, accreditation, and negotiations were mentioned in eight percent of the plans.
