In 1998, the Los Angeles Community College District embarked on a project for the purpose of introducing technology to its faculty and students on a mass basis. The recent explosion of the World Wide Web has accelerated the desire to find new teaching and learning methods that encourage student motivation and self-paced learning in higher education.

This thesis is presented as a case study describing a detailed account of events that took place during the project in a timeline format. It includes a chapter describing the technical difficulties and the political climate that were encountered during the creation of this project and the influence it had in deciding the course during the implementation.
