The objective of this study was to describe the development of the distance learning Bachelor of Vocational Education (BVE) degree program designed specifically for San Francisco Bay area firefighters from 1994 to 1996. Information and data were identified, collected, categorized, and analyzed using the documentary research method.

520 $a During the later part of the 1980s and early 1990s, San Francisco State University's (SFSU) Department of Design and Industry was forced to reduce its faculty resources. As a result, SFSU could no longer deliver its BVE program on a large scale or to specialized populations such as the fire service. CSULB, at the request of SFSU and several fire service personnel, began its distance learning BVE program on October 24, 1994. In general, the program has been well received and seems to be meeting the human resource development needs of fire service managers.
