520 $a With regard to purpose and objectives, this research examined the perceptions and attitudes of a representative random sample of formerly protected African-American and Hispanic minority business owners regarding their response to the repeal of Affirmative Action policies in contracting state services in Washington State, following the passage of Initiative 200 in 1998, during the period to 2001.
520 $a As only limited data was available, and there was no prior research of any kind, the methodology was necessarily descriptive. A survey (pretested for validity and reliability) was used. There was a 58% response rate. Of the 58 returns, some 67% (39) were from African-American business owners; 24% (12) were Hispanic; 8% (5) were Asian; and 3% (2) were Other minorities.
520 $a The intentions of I-200 were clearly understood. There was some concern that contractual policies would be helpful they still preferred set-asides. I-200 was not seen as being particularly helpful. The economic perceptions were inconclusive. There was some evidence of certain firms being quite capable of surviving I-200, but also certain other indicators of possible dependency on Affirmative Action for some firms.
