The purpose of this study was to identify and prioritize the educational needs in farm management skills for Taiwan's core rice farmers. The educational need is defined as a measurable outcome discrepancy between farmers'/extension agents' perceptions of the importance of rice management skills and the level of the farmers' adoption of the identified rice management skills. Farm management skills included seven management areas: goal setting, production, work, accounting, operation, marketing, and information. The 65 rice management skills, which were identified to be important for Taiwan's rice farmers, were included in the instrument. Using a mail survey, responses from 118 farmers and 23 agents were collected.

The farmers and the agents perceived the mean importance of the 65 management skills to be 4.13 and 4.24 respectively with a range of 3.42 to 4.80 (1 to 5 scale). The farmers and the agents perceived the mean adoption of the 65 skills to be 3.36 and 3.07 respectively with a range of 1.91 to 4.48. Using the Borich model, the farmers rated 20 management skills as having a greater need for farmers' education while the agents rated 48 management skills as having a greater need for farmers' education. Using a <italic>t</italic>-test, it was found that agents rated educational needs significantly higher than farmers in all areas except the information area. As a result of using the quadrant analysis model, 23 management skills were identified as having the greatest need for farmers' education. The information area, the marketing area, and the accounting area were the areas rated to have the greatest need for education.

The following conclusions were formulated as a result of this study: (a) the 65 farm management skills are important for effective management of rice production in Taiwan; (b) Taiwan's core rice farmers need additional education in the information area, marketing area, and accounting area; (c) extension programs should emphasize the 23 management skills with the highest ratings when planning and developing extension programs.
