The Taiwanese government and educational reform groups have recently worked toward the creation of a system of community colleges in Taiwan, with the first being established in 1998. These institutions have been created in response to increasing public demands for a system of higher education that better accomplishes several important goals. First, by providing alternate entry pathways into higher education, it is hoped that the traditional emphasis on competitive college entrance exams will be diminished. Second, greater individual involvement in community is a goal to be met through the establishment of locally-oriented, community, institutions. Finally, by encouraging and enabling all citizens to access higher education, the creation of a lifelong learning society is hoped for.

The present study seeks to examine the success of these institutions in meeting these goals. To accomplish this, a mixed methodology approach employing an overarching statistical frame within which to place a qualitative portrayal of learners' lived experiences was implemented. Specifically, whether the de facto conditions under which learners exist in 10 different Taiwanese community colleges were examined in detail to determine how these conditions actually match up with the ostensible purposes of Taiwanese community colleges as they are laid out both at the broader, governmental, level and at the level of the specific policies of the institutions involved.

The study concluded that, for the most part, learners were quite satisfied with the conditions: They felt that the they were able to enjoy learning primarily for its own sake without undue emphasis on diplomas, grades, and competition. However, learners also indicated that room for improvement exists in the areas of uniformity in curriculum planning, better articulation of courses, institutional funding, facilities, publicity of community colleges, and certification for coursework completed. The study concludes by making specific recommendations to rectify these shortcomings that primarily argue for a more active government involvement with a greater sense of urgency than has tended to be demonstrated recently.

Further research first could consider the participants both from suburban and metropolitan areas equally. Additionally, an extension study may explore and examine the views of community college faculty, administrators, government officials, and educators. Moreover, further research could be conducted involving more specific goals, including student activity, club organization, learning outcomes, and interaction with the local community. It may not only enrich the detail of learners' perspectives, but the findings will also be beneficial for the improvement of community college education.
