Following a pilot inquiry, primary surveys were received from 507 students, not currently enrolled in physical education, in six San Francisco Bay Area California Community Colleges. Two instruments were employed to assess students reported reasons for non-participation in physical education. First, an adapted form of the Deterrents to Participation Scale-General (DPS-G), entitled the Deterrents to Participation-Physical Education (DPS-PE) was used to report the strength of deterrent variables, and to determine, through factor analysis, whether an underlying construct to non-participation was evident. Second, a demographic profile instrument, the Participant Information Form, was employed to describe population characteristics. Results from the instruments were then used in statistical comparisons to determine if significant relationships were evident for non-participation and sociodemographic measures. Principal components analysis with orthogonal rotation identified eight deterrent factors. Time Constraints was the highest reported factor deterring participation in physical education. This was followed by Low Personal Priority, Lack of Course Relevance, Cost, Lack of External Support, Physical Education and Activity-Related Experience, Personal Problems, and Lack of Confidence.

The highest reported DPS-PE scale items deterring participation were “Because I needed the time to study for other classes; Because the course was offered at an inconvenient time; Because I prefer to exercise on my own; Because I didn't have time for maintenance of course requirements such as studying; and Because I didn't think I could attend regularly.”

Comparisons of deterrent factors with sociodemographic variables revealed that older students were more inhibited to participate by Lack of Confidence. Also, female students were more deterred by Personal Problems, Lack of External Support, Lack of Confidence, and Cost. Individuals who possessed low fitness, or were overweight, indicated that they were more deterred by Lack of Confidence and Lack of External Support. Further, students from San Jose/Evergreen districts reported more deterrence by the factors Lack of Course Relevance, Personal Problems, Lack of External Support, Low Personal Priority, and Cost.

Much information gleaned from this investigation is thought to be within the control of program planners. Thus, suggestions are offered to improve participation in physical education in the California Community College system. Finally, with information pooled from other non-participation investigations, it was determined that common non-participation determinants do exist, and, further, it is suggested that intervention measures unique to physical activity are needed.
