The study reviews the one hundred and fifty years of Chinese history of overseas study and treats the study abroad movement in the 1980s as one stage of this history. It also examines the Chinese government's policies on overseas study throughout the 1980s and finds that the policies were quite inconsistent. They were changed frequently to accommodate to the shifts of political winds, and the change in general followed a "relax-restraint" pattern. In early- and mid-1980s the policies had a great influence on the number, characteristics, and situations of Chinese students in America, but the effect gradually decreased since the late 1980s. Since 1989, Chinese students in America have made themselves a noticeable force to influence China's policies on overseas study.

For most Chinese students, the academic and social life in America was far from a rosy experience, especially in the beginning days. Language difficulties, culture barriers, and financial problems were the main factors to cause the difficulties. However, many of them were able to adjust themselves to the American environment quickly. In the process of adjustment, the students abandoned some of their Chinese values and accepted some American values. Their American experiences had also changed them at the behavioral level.

Consequently, a large portion of the Chinese students sought to stay in America after completing their study in order to pursue a better life and avoid reverse culture shock and political and economic uncertainties at home. Remaining in America, however, also brought them various practical problems, not to mention the conflicts in their inner world. Therefore, the 1980s Chinese students in America faced a dilemma about whether to remain or to return, and the dilemmas remained even after their decision.
