Passage by Congress of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (welfare reform) signaled a new devolution of power, via block grants, from the federal to state governments. Other programs are likely to follow, and with block grants, discretion of governors is dramatically increased. A key panel advising governors regarding how to spend workforce training funds are HRICs, which were created in 1992. According to the National Governors' Association, HRICs will increase coordination among state agencies and councils responsible for programs that serve the school-to-work, welfare-to-work, and workforce training populations.

This study surveyed perceptions of state HRIC members toward workforce development programs at community colleges. A response rate of 38 percent of the 654 members from HRICs operating in 26 states as of February, 1996 was achieved. Respondents supplied demographic data, and perceptions regarding (l) their HRICs role in setting workforce training policy, (2) the current status of community college involvement in workforce training in their state, and (3) what the proper role of community colleges in their state plans should be.

The study revealed that HRIC members possessed high familiarity with community college missions and functions, held community colleges in high regard, and considered them critically important to state workforce development policy. They were concerned that adequate funds did not exist to carry out these functions, however, and did not believe that community colleges were the only entities that should deliver workforce training. Recommendations included (1) increasing the role of state higher education agencies in data collection related to workforce training and developmental education, (2) additional studies of employer satisfaction with community college graduates, and (3) establishing university-based training for HRIC members.
