Despite increases in the Congressional Black Caucus' political clout in the 1980s and 1990s, scholars continued to question why this racially based, bipartisan, informal group of legislators was ineffective in garnering substantial biracial support for its federal budgetary policies outlined in its <italic> Quality of Life Alternative Budgets</italic>. Not only had scholars remarked on the Caucus' evolution past the fiery partisan (and explicitly racial) rhetoric of the Nixon era, other members of Congress and journalists had publicly commended the group's programmatic vision and adherence to fiduciary responsibilities. In the end however, scholars surmised that Congress failed to pass the Quality of Life Budgets due to a combination of factors, including white racism, ideological extremism, or the Caucus' commitment to “black interests” at the expense of other interests.

520 $a Collectively, these accounts of the Caucus' failure to build a majority coalition represent a “Black clientelism politics” explanation, and largely overlook the dynamic nature of causal forces in decision-making environments that foster biracial coalition building. This study contends that the Congressional Black Caucus deliberately constructed a biracial coalition building strategy designed to persuade a cross-section of representatives to support fiscal policies it believed would benefit a wide array of constituents. This “dimensional politics” explanation provides an alternative framework for investigating Caucus behavior and the factors effecting the distribution of support on roll-call votes for the <italic>Quality of Life Alternative Budgets</italic>. The “dimensional politics” explanation incorporates the effects of organizational history, partisanship, and macroeconomic and ideological preferences into inquiries about coalition formation in the arena of budgetary politics.
520 $a Using spatial theory and coalition building theory, I present dimensional politics as a framework for examining support for the <italic>Quality of Life Alternative Budgets</italic>, FY 1982 (97<super>th</super> Congress) through FY 1998 (105<super>th</super> Congress). The study utilizes Census data, economic and informational models of congressional decision-making, spatial positioning (NOMINATE scores), and rhetoric to ascertain the impact of variables commonly associated with support for black interest policies. The study concludes that district demographics, uncertainty regarding the appropriateness and achievability of fiscal objectives, and ideology affected the Caucus' success in minimizing the ‘cost functions’ associated with building biracial coalitions.
