In the first essay, we examine the effect of a proportional wage income tax in an overlapping generations model in which human capital formation is endogenous and economic growth depends crucially on the stock of human capital in the economy. First, we investigate how factor composition and economic growth are affected by various levels of fiscal policy in autarky. We also endogenize government policy by determining sup-optimal tax rate used to provide a public consumption good that promotes the society's welfare. Second, we demonstrate that in an open economy, fiscal policy influences the economy's trade pattern and growth rate through its impact on factor composition. it is argued that an economy with a smaller public sector will also have more abundant human capital. This will increase its growth rate and provide comparative advantage in the export of high tech goods.

In the second essay, we analyze the effects of education policy in a model of overlapping generations with endogenous human capital formation and endogenous growth through learning by doing. First, this essay shows how an economy's stock of human capital and growth rate are affected by active government intervention in education under autarky. We compare both the positive effects of an education subsidy and its negative consequences caused by the proportional wage income tax required to finance the government education expenditure. It is demonstrated that active government support of education is desirable in terms of economic growth. Second, this essay investigates how the trade pattern is influenced by education policy in an open economy. It is argued that, after a comparison of the positive and negative effects of educational subsidies, the alteration of factor composition through the government subsidies could enhance economic growth by increasing the production of the high tech goods and the export of human capital intensive goods.

In the third essay, we perform an empirical analysis to examine whether and how much national factor composition is related to the various fiscal policy variables. Using educational attainment data--the average years of schooling across countries from 1965 to 1985, and government policy data such as public consumption, education expenditure, etc., we test some of the results established in the first and second essays. It is demonstrated that national factor composition is significantly influenced by government policy variables such as the ratio of government consumption expenditure to GDP, the ratio of government expenditure on education to GDP.
