Many American museums are currently assessing how they will draw larger and more diverse audiences, as well as developing new techniques for researching, interpreting, displaying, and preserving art and artifacts. A great deal of literature is being produced on the functions of museums and their continuing service to the public. However, little research has thus far been completed on the specific impact of one critically important facet of museums—mission statements and their role in guiding interpretive practices. In attempting to help meet this lack, the dissertation offers a range of views on the significance of the mission statement, examining its influence on the evolution of one cultural institution—the National Museum of the American Indian, Smithsonian Institution—and addressing the following central question:

The dissertation is based on a multiple source case study of the National Museum of the American Indian (NMAI) with special focus on its New York City branch, the George Gustav Heye Center. A multiple source case study involves the collection of various sources such as internal documents and memos, press articles, and personal reflections using various data collection techniques including interviews, archival retrieval, and observation.

The major case study finding was that as a result of the adoption of a mission statement which articulates inclusion of Native Americans in the interpretive process, the NMAI has become a place in which visitors can get more authoritative information about the Native peoples through their own reflections on their history, languages, art, and cultural attributes. The museum's contemporary mission statement provides guidance for how staff interprets cultures in exhibitions and educational programs in two distinct ways: (1) as a benchmark for examining past and present practices of museum staff; (2) as a description of the fundamental interpretive perspective to be presented in exhibitions and programs, and how staff is to work with Native Americans to develop these interpretations.
