This monograph is an ethnographic case study of a new educational policy in Japan called Lifelong Integrated Learning. Since its introduction into Japan during the late 1960's, Lifelong Integrated Learning has been domesticated by Japanese educators who call it shogai gakushu. In this work, I document the bureaucratic and human processes I observed as shoogai gakushu was implemented in Towa-cho, a small regional town in northeastern Japan.

520 $a The case of shogai gakushu in Towa-cho is a contemporary example of hegemony and resistance. The changing dynamics of the center-periphery relationship in Japan is giving small town bureaucrats more avenues for solving local problems than ever before. Towa-cho's reaction to shogai gakushu dramatizes an emerging trend in regional Japan--the independent use of horizontal ties to meet community needs. This study reveals that much more political autonomy and decision-making latitude exists at the municipal level in Japan that is commonly thought.
520 $a The way in which shogai gakushu policy is handled by Towa-cho bureaucrats is of concern to scholars in a variety of fields interested in the multidimensional dynamics of life at the local level. Japan specialists, cultural and applied anthropologists, political scientists, and educators alike will benefit greatly from this study. While the incompatibility of many global and national education policies with the local needs of third world communities is well known, the case of shogai gakushu in Towa-cho shows that some first world communities may indeed experience the same problem.
