The purpose of this study was to examine the development of Japanese compulsory education expenditures from the 1870s-1990s, to analyze historical factors which generated the fiscal changes, and to evaluate the magnitude of these factors on the formation of compulsory education expenditures. In order to examine the development of compulsory education expenditures, data on total and compulsory education expenditures supported by the central government and by prefecture and local governments were analyzed.

For the analyses, the study utilized seven separate time periods which were demarcated by changes of the funding system due to the promulgation of important laws and striking phenomena and significant events affecting the formation of compulsory education expenditures. The time periods were: (1) Educational Expenditures Borne by Parents and Minor Support by the Central Government (1870s-1890s); (2) Growing Educational Expenditures and Financial Difficulties in City, Town, and Village Governments (1890s-1910s); (3) Enactment of the Law Concerning the National Treasury's Share of City, Town, and Village Compulsory Education Expenses - the 1918 Law (1910s-1930s); (4) Enactment of the Law Concerning the National Treasury's Share of Compulsory Education Expenses-the 1940 Law (1930s-1940s); (5) Abolishment and Subsequent Revival of the 1940 Law (1940s-1950s); (6) Inequity of Compulsory Education Expenditures (1950s-1970s); (7) Shrinking Compulsory Education Expenditures (1970s-1990s)

Governmental education organization factors represented a significant magnitude throughout the time periods. The Ministry of Education and its advisory organs made an effort to facilitate compulsory education. The magnitude of political factors varied over time periods but was greatest under the Occupation. Economic-financial factors indicated a greater influence than any other factor. Compulsory education expenditures were affected by business cycles, which impacted on national revenues available for education. Social factors indicated different magnitudes over the time periods. Mass movements for greater national fiscal support of education were more pronounced in the 1910s-1930s. Demographic factors also indicated different magnitudes over the time periods. The shrinkage of the school-age population in the 1990s represented the greatest influence on compulsory education expenditures.
