Campus ministry in general is in a time of transition. Mainline denominations are cutting back on support for campus ministries. At the same time, parachurch organizations are increasing staff-to-student ratios as compared to the past. The religious climate is also in transition. While the number of unchurched people in the university community continues to grow, those who are religious represent an ever-widening variety of religions. These trends are evident at USC.

In its first chapter this dissertation provides a biblical and theological rationale for ministry on the university campus. The second chapter provides a general history of Protestant campus ministry at USC. The third chapter examines the ministry setting of USC and its students. The fourth chapter identifies and evaluates the strengths and weaknesses of six general models of campus ministry found at USC. The fifth chapter is a case study of the American Baptist campus ministry in its present form at USC, including a description of the vision and the program, a cultural analysis of the organization, an evaluation of available resources and an identification of strengths and weaknesses of and opportunities and threats to the ministry. In chapter six the paper presents a campus ministry model for American Baptists to utilize at USC as well as strategic plan to implement the model.
