Do new principals have an impact upon elementary school climate? The purpose of this study was to ascertain the effects on elementary school climate that result from a principal succession. The theoretical framework for school climate adopted for this study is based on Hoy, Tarter and Kottkamp's (1991) four profiles of school climate. The model indicates the extent to which staff share perceptions of behaviour in the school. This was a comparative, multiple-site case study employing a previously validated survey instrument and a series of in-depth interviews. It was a longitudinal case study involving data collection over a twelve-month period. The research site was an urban school division with 14,000 students enrolled in 40 schools employing 750 teachers. Within the school division twelve elementary schools were chosen. Six of the schools were scheduled to have principal changes for September 1994 and six were not. The study employed both survey and interview data-gathering methods. The survey data came from three self-administered questionnaires distributed to 12 schools in May 1994, February 1994, and May 1995. Over 480 questionnaires were distributed in total; the return rate exceeded 80 per cent for each questionnaire period. Principals of each of the six schools experiencing principal succession were interviewed in May 1994, October 1994, and May 1995. Two teachers of each succession school were interviewed in May 1995. Interviews were also arranged with superintendents responsible for the placement of principals and teachers in the school division.

The results of this study indicated that the climates of both succession and non-succession schools experienced some minor changes. Some schools became more open, some became more disengaged and others reported very little change. Certainly these findings support the contentions of other research studies that principal succession does not necessarily change a school's climate. Changes that were reported may be due to a number of factors, such as time of year effects and teacher transfers, making it difficult to isolate the effect of a principal succession on school climate.
