The focus of this study was the numerous barriers that affect the implementation of the National Health Information Network. This study used research and a survey sent to hospitals throughout the United States to collect the following information: (1) Current process of implementing the National Health Information Network; (2) Current use of Health Information Technology (HIT); (3) Projected use of Health Information Technology; (4) Historical perspective of government's role in healthcare (5) Outside influence on healthcare; (6) Current beliefs/understanding of the National Health Information Network.

An analysis of information collected revealed that the successful implementation of the NHIN requires the following to take place. (1) Adoption of HIT: specifically Electronic Medical Records (EMR), eprescribing and Computerized Physician Order Entry (CPOE) at the local level; (2) Consistent adoption of standards by HIT vendors as this allows for interoperability (3) Costs of implementing HIT must be offset, as healthcare facilities and providers cannot afford to implement HIT (4) The Federal government must dictate standards and requirements for HIT vendors; including interoperability and functionality; (5) The federal and state governments must offset costs associated with Regional Health information Organization's development; (6) The creation of a National Identification card that will be used to identify patient and access patient data in the NHIN; (7) The federal government with assistance of the state government must regulate Regional Health information Organization's and the NHIN.

The NHIN holds great promise to improving patient safety and providing healthcare professionals access to patient data in a timely manner. However, the goals of the NHIN depend heavily on HIT use at the local level, providing financial incentives to healthcare organizations to participate and the creation of standards that enhance data exchange and HIT systems functionality.
