Quality faculty performance, which is vital to quality higher education, is ensured by sound faculty employment decisions. The late 1990s witnessed a significant faculty employment policy shift in Chinese higher education. Its previous tenure-guaranteed faculty employment system was replaced by a contractual relationship, more entrepreneurial in nature, based on both institutional needs and faculty performance.

This research explored reactions to the transition. In-depth interviews describe how faculty and administrators view the complex faculty employment issue. Documents obtained from the university provide valuable additional information and help triangulate the interviews. Analyses of the interview data incorporate ideas from the literature review of faculty employment policies and practices, including the definition of faculty productivity and measurement in higher education, particularly in the Chinese historical context. The analyses include comparisons of the actual change to its objectives, the institutional practices to those in other systems, and the situation of the Zhejiang University faculty to the comparable situations of academics in other countries. The results lead the researcher to believe that the employment policy change at Zhejiang University was necessary to invigorate the traditional seniority-based system. Clearly, however, Chinese systemic constraints, historical reasons, and institutional practical concerns impacted this university policy. Insufficient behavioral and conceptual preparation of the faculty, even senior faculty, for the abrupt change also contributed to some unexpected outcomes and controversies. While some of these outcomes are universal, although particularly intense at Zhejiang University, some problems are purely local.
