During the 1990s voluntary national curriculum standards were published in almost every academic area. In social studies several sets of standards were written that were discipline-specific: Civics and Government, Economics, Geography and History. In addition, the National Council for the Social Studies (NCSS) published Social Studies Curriculum Standards.

This qualitative study examines, analyzes and describes the process for developing the Social Studies Curriculum Standards. This study describes the Social Studies Standards Task Force as it drafted the standards and revised the standards after public hearings and written feedback. It also follows the National Council for the Social Studies organization through a part of its history. In addition, this study explores the efforts of the National Council for the Social Studies to seek national recognition of the Social Studies Curriculum Standards.

Findings of the study revealed that the Social Studies Curriculum Standards Task Force continued to work with the endorsement and financial support of the NCSS Executive Board and Board of Directors at a critical time for the organization financially. The publication of the Curriculum Standards for Social Studies-Expectations of Excellence met the deadline NCSS had set of Fall 1994, the same time that curriculum standards were introduced in Civics and Government, Geography and History.

The Task Force and NCSS realized during the writing process that the Social Studies Curriculum Standards would be an umbrella for the other standards in social studies disciplines and were intended to complement and not compete. After an effort to have "social studies" added to Goal 3 of the Goals 2000 Act, the National Council for the Social Studies, in the end, concluded that it would not seek national certification of the Curriculum Standards for Social Studies-Expectations of Excellence.
