Informed decision making and continuous quality improvement depend on an organization's knowledge: the mix of data, information, experiences, values, and expert insights both formally and informally expressed and stored in the minds of workers, documents, routines, processes, and practices. Knowledge management increases efficiency, creates value by reducing duplication of efforts, enables critical knowledge to be quickly located when workers are not available, and retained when workers leave the organization. For successful knowledge management, the organization must understand the complexities involved in transferring knowledge and develop an environment to support workers in knowledge acquisition and sharing. This paper will examine knowledge management systems, systems engineering, and best practices for learning organizations. The culmination of this project is a policy intended to direct knowledge management and to provide methods to build a culture of organizational learning to ensure that workers have the knowledge to perform their work of quality services delivery.
