This study examines the development of higher education in Vietnam principally in the contemporary period of economic transition called Doi Moi. World Bank analyst Manuel Castells' framework is the lens through which the changing demands and achievements of the university system are examined. According to this framework cultural, social and political factors determine the function that universities perform whether promoting a prevailing ideology, selecting dominant elites, training professionals for the bureaucracy or generating new knowledge. Universities are viewed as dynamic systems of contradictory functions. Methodology included on-site investigation, examination of primary and secondary sources as well as Internet interviews with distinguished scholars to corroborate findings.Subjects--Topical Terms:

Ancient influences such as Confucianism gave rise to a Mandarin ethic. It characterized Vietnam's earliest efforts in classical studies for the perpetuation of a ruling bureaucratic elite. Later European contact, particularly French colonialism, introduced rapid change that included the founding of European style universities. However, the purposes of colonialism were at odds with the aspirations of independence-minded students among others.

After 1954 the divided Vietnam had competing forms of higher education. The north was based on the Soviet model while the south developed the multi-disciplinary university system as recognized in the West. After 1975 the Communist Party of Vietnam was and remains in charge of higher education.

Among the findings was that much of higher education and training was not relevant to Vietnam's economy undergoing market reforms. Inappropriate organization and management in part, led to a lack of provision and poor resource utilization in higher education. The data show that those responsible for higher education reforms concerned themselves primarily with financial remunerative mechanisms such as tuition fees, contracting of research services and partnerships with business. Others included consolidating state research institutes with universities and developing urban universities into large, multi-disciplinary national universities while expanding the community college system to serve local needs.

With the lifting of the trade embargo and Vietnam's qualification for World Bank loans, higher education can now expect greater foreign assistance. How effective aid may be could depend on the degree to which donors subscribe to the recommendations of the UNDP Sector Analysis, interpretation of Doi Moi economic renovation policies for higher education, the government's willingness to allow and encourage information technology and the attitudes of the Communist Party which seeks to undertake market oriented changes for the ultimate aim of advancing socialism.
