The U.S. commercial high-spatial-resolution satellite remote-sensing industry faces a challenging future. This dissertation examines the evolution of the policy surrounding this industry. An industry study in the industrial economics tradition details the structure and conduct of the industry. The author uses an economic value analysis in lieu of the traditional performance analysis, because traditional data were unavailable. An economic value analysis examines the next best alternative, which is airborne data in this case. The economic value analysis reveals that the published prices for high-resolution satellite data are greater than their total economic value, bringing the commercial viability of the industry into question. This combined with the future challenges in regulations and international competition creates surmountable obstacles for the U.S. commercial high-resolution satellite remote-sensing industry.
