The major purpose of this study was to examine shifts in language policies and practices in Taiwan from the 1940s to the present. Three questions were explored. They included: (1) Did the period from the 1940s to the transition years of 1985-89 promote an ideology of nationism? (2) Is the period after the transition years approaching a case of nationalism? (3) How are shifts in language policies and practices evident in policy documents, instructional materials, and individual experiences? The study of language education policies and practices within the changing sociocultural-political context in Taiwan was treated as a case study of historical-structural and social construction approaches to policy analyses. Data derived from documentary reviews, instructional material analyses, and individual interviews provided significant information to answer the research questions.Subjects--Topical Terms:

These analyses demonstrate that there has been a shift from nationism to nationalism in Taiwan's language policies and practices. Several features of these shifting emphases are evident. The government has become more open and flexible on language education issues. More diverse ethnic voices and cultural experiences are presented in instructional materials and mass media. There is a growing awareness among the people of Taiwan that the Mandarin-only policy created different kinds of language disadvantaged groups. This awareness is emerging from a changing societal context. More accurate linguistic and cultural knowledge about diverse groups is now available.

The findings from this study also indicate that the language policies and practices in Taiwan are shifting from the pursuit of geo-political integration to an emphasis on sociocultural integration, from China-centered recognition to homeland cultural recognition, from language unity to authenticity confirmation, from Mandarin-only promotion to mother tongue teaching of diverse ethnic groups, from punishment for speaking non-Mandarin languages to open acceptance of them, and from monolingualism to multilingualism. These changes have been accumulating, but even more efforts to advance them need to be undertaken. All these improvements are still in the infant stage of development, and will require careful cultivation for Taiwan to develop into a genuine and mature multilingual society.
