The problem addressed was that no mechanism existed for either Iranians or non-Iranians to learn about influential Iranian leaders of the 20th century. The study's purpose was to exchange ideas about the history of Iran, leadership theory, and influential Iranian leaders in the 20th century through development of a Web site for a course on these topics. Effectiveness of the pilot Web site as an online learning organization was evaluated.

Eight research questions formed the foundation of this dissertation research study: (1) What was the respondents' initial level of knowledge about the selected 20th-century Iranian leaders before visiting the Web site? (2) What was the respondents' level of knowledge about the selected 20th-century Iranian leaders after visiting the Web site? (3) Which one of the selected Iranian leaders produced the most favorable impression among the respondents, and which one the least? (4) What was the rate of effectiveness of each feature of the Web site as a learning tool? (5) What was the overall effectiveness of the Web site as a learning tool? (6) What recommendations for quality improvement to the Web site were made? (7) Why were the respondents interested in the subject of 20th-century Iranian leaders? (8) What was the demographic distribution of the respondents?

The researcher used development and evaluation methodologies. The first was chosen because design of a Web site was required to resolve the problem. A survey was used to evaluate the features of the Web site as a learning tool. Formative and summative committees guided the researcher and approved the final products.

The results of the qualitative data indicated that most respondents believed that the Web site was a learning tool, in this case, a tool for learning about the history of Iran and leadership. The respondents made useful recommendations for improvement The results of the quantitative data were consistent with those of the qualitative data. Both indicated that the Web site functioned effectively as a learning tool for the respondents.
