A review of the literature suggests that existing research in the area of knowledge-based HPWS practices is very limited, particularly in the area of case studies. Given this context, the purpose of this research was to document, via a descriptive case study, how a large telecommunications company: (1) assessed the need for, (2) developed, and (3) implemented a HPWS to leverage the capability of its workforce by capturing and developing their innovative new product and service ideas.

In this research endeavor, the phenomenon of interest was knowledge-based HPWS. The case studied was "Project Galileo"--the internal name for the work conducted on the assessment, development, and implementation of the knowledge-based HPWS. The study focused on how the "Galileo Team"--a team of individuals who were assigned to the Galileo Project--assessed the need for, developed, and implemented the knowledge-based HPWS and the units of analysis for the study consisted of: (1) five members from the Galileo team, (2) the observations of the researcher, and (3) project documentation.

Based on this research, a three-stage process model that described the work of the Galileo team was developed. This model was then compared to the standard Human Performance Technology (HPT) process model--a model that has been theoretically proposed as a blueprint for creating a learning organization. This analysis provides some insights as to how the theoretical HPT process model aligns with the actual work process undertaken by the Galileo team. Finally, based on the conclusions of this research, some implications for both practitioners and academicians in the areas of HPT and knowledge-based HPWS are provided.
