This research analyzed success factors in partnerships between U.S. Army installations and private firms. From theoretical perspectives of transaction cost economics (TCE) and the resource-based view (RBV), an initial model of public-private partnership success was developed. Using data from case studies of four public-private partnerships between government installations and private firms, a more sophisticated model of public-private partnership success is derived. The resultant model underscores the importance of fit, strategic alignment, resource complementarity, information sharing, and trust to the success of public-private partnerships. This model extends our current understanding of what makes public-private partnerships successful beyond simple listings of success factors.
