Cambodia is facing multiple national crises, including food shortages, rapid population growth, poverty, illiteracy, high mortality rate, low life expectancy rate, land mines, civil war, cultural identity problems, disease, and urban-rural disparities. Any solutions to these underlying issues must begin with the Cambodian people. Since education is the most important force for long-term, comprehensive social change, the action component of this dissertation will involve a focus on educational reform. Through education, Cambodia can train the population to develop skills that fit with the global economy. Since Cambodia's economic and social problems are so enormous, no single solution can remedy them all. However, the most effective impact upon the economic, health, and social problems can be achieved through a comprehensive educational reform, involving all members of society in life-long learning. Keeping in line with this goal, the following questions were addressed: How can education in Cambodia be improved in order to help reduce poverty, and how can poverty be alleviated in order to help facilitate education? Three main goals guided this dissertation. The first was to investigate the interrelationship of Cambodia's economic, social, and educational problems through interviews with key Cambodian leaders. The second goal was to identify solutions that educational reform could make in collaboration with Cambodian leaders. The third goal was to build a set of action steps for improving Cambodia's educational system. The findings point to deep problems that are associated with poverty, such as political instability, poor infrastructure and services, corruption, and social disunity in Cambodia. Solutions to these problems, according to the respondents, hinge on government and outside support for improving the educational system. In addition, respondents believed that Cambodian Americans can play a large role in rebuilding Cambodia because of accessibility to resources in Cambodia and elsewhere. Despite the numerous suggestions for improving life in Cambodia, respondents adamantly believed that little will be achieved unless education becomes more central.
