High politics activities have long remained the central focus of conflict resolution and international cooperation studies. A few well known examples are the Sino-U.S. rapprochement of the early 1970s, the Soviet-U.S. arms control and disarmament agreements, and the Camp David Accords between Egypt and Israel in 1978.

This study, however, seeks to illustrate that low politics activities, the importance of which has long been ignored, can also provide an effective means of conflict resolution, particularly those that have long been deadlocked in mutual suspicions and hostility, as in the Beijing-Taipei conflict.

Beijing started its peace campaign toward Taiwan in January 1979. Dramatic changes have taken place since then in the relations between mainland China and Taiwan. Confrontation has disappeared, people-to-people exchange is popular and economic cooperation boomed. Beijing is Taiwan's fifth largest trading partner. Taiwan has become the third largest investor in China after Hong Kong and Japan.

How is this to be explained? By examining several different aspects of Beijing-Taipei relations (people-to-people exchanges, Taiwan's investment in the mainland, etc.) this work seeks to demonstrate that: (1) Beijing's low politics activities directed toward Taiwan have succeeded where its high politics activities failed; (2) The success is due to the persistent practice of the cooperation approach of GRIT--Graduated Reciprocation in Tension Reduction; (3) GRIT proves to be more workable and effective than other approaches like "Tit-For-Tat," "Mutual Symmetry," etc., in resolving conflicts; (4) Low politics activities, when developed a certain level, will eventually lead to high politics activities. And, low politics activities can accomplish what the high politics activities sometimes fail to do.
